standing
with
each
foot
in
separate
rowboats

. As he
tries
to
row
, he
aims
toward
a
single
rowboat
("One
Gov't")
. In
1963
,
Beverly
Briley
was
elected
the
first
mayor
of the
Metropolitan
Government
of
Nashville
and
Davidson
County
, and he
served
in that
capacity
from
1963
to
1975
.
